Below find images submitted for comment of a Canada 1969 Dollar; one of five found (all with the same doubling) in an original Canadian Mint soft plastic holder. These particular dollars appear to be semi-proof-like (cameo appearance with mirror fields), and may be part of a group of early strikes from new dies. As I prefer to keep the pieces in their original holder, please make allowances for the quality of images; color, reflections, my jury rigged setup...most of the scratches, hairlines etc., are in the soft plastic of the original holder. It looks to be minor mechanical/machine (MD) doubling caused by a die being a little loose in the holder, or it might be the start of some die deterioration doubling.
