can anyone tell me what this is?

    I have this coin, am not sure what exactly it is or if its rare or not. Also what is it worth?     I looked in the Hewitt book at the three "turtle" Hard Times Tokens, #17-19, and this obverse doesn't really match any of them exactly; of course, that's what patterns are all about. The OP's coin doesn't look old, and the color and tone look iffy for its supposed age.

    How anyone anywhere could say there's 200 pieces surviving -- is ludicrous, despite ACCGS's reputation (unless it was minted in 1987, that is, and someone still has a cigar box full of them, unsold).

    Other opinions and comments?

    Now you are implying that the American Coin Club Grading Service has a top-notch reputation, and my question is: Since when?

    I didn't exactly say that. "Top Notch" is your wording; not mine. I have never dealt with them and assumed they were a Tier 3 resource. But based on the nutty commentary, I am demoting them to Tier 5, which is one step below Mama Pelosi's airline, storm-door, and token-grading emporium.

    It's not a monetary coin perse, it doesn't have a value on it. It looks more like a sample piece or specimen you would use to show a client your capabilities. If so, it wouldn't have any real value, just a personal one.

    It does say fantasy piece, but I doubt it was created by a renown numismatic artist like David Carr.

    It's a modern token. It uses a well known Hard Times Token motif for the turtle side, which is rather crudely copied, paired with an unfinished or blank opposite side to produce a uniface token. The value is as a novelty. Perhaps $1 to most folks, perhaps more to some.
