Byzantine Ravenna or Rome?

    So, I just watched another thread and I realized that there is no consensus about a coin's mintplace.


    Byzantine Empire: Justinian I (527-565) Æ Decanummium, Ravenna, RY 37 (Sear-326; MIBE 229a (Rome); Ranieri 393)

    So, I want to ask:
    You can't see the mintplace. Why do Sear think it is from Ravenna, and why do Ranieri think it is from Rome?
