Bump on Roosevelt's Head

My wife gives me her change every day and this one showed up last week. Die gouge or did Roosevelt have eyes in the back of his head? Also a bit of something on the reverse.

PS - been away from the forum for WAY too long....glad its still running strong!

Looks like a die chip to me.

 

That is weird. I would guess a die gouge (or a cowlick lol) but looks like it has features of the hair if that makes sense. Like it was a part of the hair, or something. I don't know, I'll leave this one to Mike Diamond.
