Try your local coin dealer, In the coin shop I go to they sell them in lots of 200 400 up to 800 in zip locks i'm sure they have been searched but I buy a bag once in a while for a rainy day for something to do, have found some key dates they have missed.
1914S 1924D 1926S These are some of the better dates I have found, May not be on the key list but not bad for on the average in lots 3.5 cents each.

I have thousands upon thousands of wheats that I've hoarded from years of watching out for them and plenty of roll searching. They add up pretty quick when you do 3-5 boxes of cents a week.
http://pennies.com/ They are a little on the spendy side. They buy huge hoards (millions of coins) around the country and sell them in lots. They usually add a kicker like some silver or a '09 VDB or something to bring you in. I have bought from them. A lot of 40s and 50s, but plenty of earlier dates too. A good amount of S mints. The company sells them as unsearched, but it's impossible to tell who searches them before pennies.com gets ahold of them. Overall, I would recommend them.
$12 face for $170 isn't spendy, its outright ridiculous. I wouldn't pay more than 5 or 6 cents each for bulk wheats.
