Bubbled Wisconsin Quarter?

    Came across a Minnesota Quarter the other day and thought I should ask about it.
    It seems "bubbled" on the left side of the reverse, and in the top-right of the reverse it looks blackened.
    On the obverse, on "LIBERTY" and up to Washington's mouth it isn't bubbled nor curved in, just sort of rough. Oddly enough, the rough-looking area is completely smooth.
    Above "ER DO" in "QUARTER DOLLAR" the quarter seems curved slightly into the quarter (Like a bubble going INTO the quarter).
    Is this some form of an error coin, or PMD?

    Looks like road rash or something similar. The damage is in the same location on both sides of the coin so something impacted the coin on one side and caused damage to both sides. I would spend it.
