new to the error games - is this dime worthy of keeping?
The letters on the reverse also have a "smeared look" (fill me in on the technical team please)

It kind of looks to me like it may have small traces of mechanical doubling and that the collar may have slipped during striking - nothing remarkable really. But then I'm not really an error person either.

To be an off-center error some of the devices must run off the edge and be missing. What you have is a very minor misaligned die (MAD). This is something that was most likely within Mint tolerance and would not bring any signifigant premium over the coins regular numismatic value.

Exactly right Jtwax. Not worth anything unless some of the devices in the fields are missing. Potter, has some excellent write ups on MAD errors.
