Birthday note?

    Yep.. it is what's called a Birthday (in reverse) note.
    It may be worth a small premium if you find someone who wants that particular date...otherwise just a pretty common Atlanta issued $5
    The numbers fall like how the Eurpoeans list their dates.

    For anyone born on July 14th 1966 it might be, but typically the day and month will preceed the year, or the note will just have the year, like this;
