I’ve posted the 1984 set previously: this gotten on eBay nearly 9 years ago with no others seen since or since year of issue - I don’t believe these were sold unlike the proof sets of that year in either the silver or standard metals. Specimen sets of 1983 were sold in extremely limited numbers again with both types of proof sets, and on my meager budget was all I could afford. All of these were struck to order but the Franklin Mint was by this time in extreme disarray, having been sold and reorganised on multiple occasions since 1980. Mintage releases and numbers struck quite irregular compared with the regimentation and organised approach to coin production of earlier years. There are sporadic records but reliability of them is also marginal. So many of the coins, and especially those not generating profits were given scarce attention which created rarities - even if demand not high. So the 1983 specimen set was available but seemingly extremely few initially ordered with nary a flipper in sight, and I got this one that I’ve now had 42 years. Very few have come up for sale and would be interested in any responses. Anyway here are pictures of both sets:
