I am not familiar with the Mack classification of Stephen coinage and knowing nothing about the Mack 11b variety.
Any one familiar with Mack’s classic paper could tell? Really thanks!
    Here’s the paper:
R.P. Mack, Stephen and the Anarchy 1135-1154.
The British Numismatic Journal, vol. 35, 1966, pp.38-112

quite unusual as they are perhaps one of the rarest reigns to find.

Yes, I do have these 3 Stephen pennies and would get more if possible in the future.
The coinage of Stephen and the anarchy is a very interesting and complex subject.
I was fanscinated after I read Ken Follett's great novel of The Pillars of the Earth.
Only pity that Stephen pennies are really expensive!
