After hearing how the tpgs were grading looser , I'm now hearing they are tightening there grading , so do you think coins in the newest holders are graded more conservatively than a year or two ago , or is it more of the same old thing , still market grading .

From what I've seen and heard, they are tighter. Also now that PCGS, and soon NGC are grading problem coins; my guess is that it will be more difficult to get coins into a problem free holder. I've heard that PCGS is really tightening the screws on their AT vs. NT determination to the point that lots of NT coins will be considered problem coins if there is any shadow of a doubt. ANACS is definitely grading more strictly as well.

Different people have different opinions on the subject. Some of those opinions are based on a great deal of knowledge and experience and others are based on neither.

Also, any time you try to make large generalizations, there will be so many exceptions, that on a practical basis, the answer doesn't matter. If you're going to submit a group of coins now, it matters not, how the grading has been the past year or two or five, overall. What matters is how they grade your coins, then and there.;)

That's basically the question I was asking are they grading stricter now , in general
without exemptions than a year ago .

Overall, I think the grading is about the same now as it's been the past 2 or 3 years, perhaps a touch tighter. I have no doubt that if enough people reply, you will get lots of different opinions, however.
