Nah..its rather thick, and less pliable than the US Mint packaging. Its sealed around each coin like the mint packaging too. It has produced some interesting color on some of the coins.
Not sure what the FD is, but I assure you the entire thing is melted or sealed except for where the person cut into it to take the Kennedy Half. The bottom left corner that you see is actually curled under, this stuff is thick, wouldn't wind on a roll, would come unrolled the instant something or someone let go of it.
FD is Fire Department. We use really good stuff, its heavy and thick. Its the same stuff. Its free of PVC

Here were I live, we have an all volunteer department except for I believe the administration...Had a house fire back in '10, they saved our house, tore the everlovin' heck out of the kitchen to do it, but they did it...very thankful for you guys who come runnin'
I've seen it before but can't remember anything about it right now. A lot of private producers started springing up in 1982 when mint sets were discontinued and some stuck around until 1987 when the mint issued the mint set only half dollars. It's a relatively uncommon one.
Seen it, privately produced, couldn't tell you what the company name was though. It's just a put together "set" from bank rolls though, nothing special and no premium value.
For whatever it is worth in years past there more than a few imitations of original mint packaging for Mint Sets and Proof Sets. Some of them were so good that only a close examination of the pattern embossed into the pliofilm or plastic where it was fused together could be used to identify them.
