Yes, that is a 1909 medallion/medal from the Whitehead and Hoag Co. in Newark NJ. (W & H Co.). There is no reason to believe it was made at a later time. Whitehead and Hoag were known to make a number of different politically themed items. There are a few on ebay. Don't know who the designer is, as I can't "read" what I am interpreting as his initials (the combination letter design to the left of the "The W & H Co."). Here's one being offered.
