I looked it up and this is the dedication for something in the Jianghan Rock Bit Plant. It was a large oil and gas drilling company, and was later renamed Kingdream International Trade Co., which was recognized as a company in 1998.

I just guess. it may be made of Aluminum?
It's a medal commemorating the establishment of Jianghan Rock Bit Plant.
The chinese characters on the reverse are the same meaning of the obverse.
I don't think it is valuable, maybe 3-5 bucks.
