No, they can't, legally. USPS is really cracking down on the improper use of Media Mail. Not only do you risk confiscation, you go on "the list," and you never get off; it's like getting on the State sales tax list. I doubt if you save any money, either. Coin folders would go "first class mail package" since they end up over 1/4 inch thick. The minimum charge for Media Mail is $2.38 (in 2011), perhaps more now.
