Another NY star note

Got another NY 2003 star note today from the bank. Low grade, nothing special, but I like 'em!

Finding stuff you like at face value is always fun.

How about a quick scan?

 

Will do that tonight when I get home. I mentioned to this teller that I was looking for stars and she has found 15 of them for me within the past 5 weeks.

 

So what exactly does the star mean?

 

Here's the scan

Look on the left, there is a strange diagonal smudge going on there.....it is not folded along the smudge either.

Would water do that?

 

When I look at the pic I just uploaded, it stays really small. The pics I used to upload could be blown up big........am I doing something wrong now or has the system changed......HELP.
