Another Kennedy – Grease Damage?

Even though it looks like only parts of the coin are affected, the entire Obverse and Reverse have this rippled surface. The Obverse is more intense. Is this grease damage?

    I believe that the cause of this is due to Die Deterioration not Struck Thru Grease.

    I also agree....face almost looks like a possible rusted die.
