2009 Polk dollar. Over the 9 and the mintmark is a star then following 2 other stars as normal. Before the date is a blank area covering from 12:10 to 3:00. Normally there are stars in that blank area. My thoughts are that the 3 stars and EPU have been shifted. All 13 stars are present.
Yep, that happens as the coin rolls through the edge lettering press. It hangs up or rotates inconsistently and details end up overlapped or out of sequence.
