I think they are way too proud of it (price wise) personally. It's hard for me to say from the pic's, but I think it is over graded too.
These type of errors, struck twice fully in collar, are pretty scarce compared to coins double struck with the 2nd strike being off-centre and out of collar. I don't know US error prices, but if that was a mint state Canadian coin, it would not be too far from having a realistic market price.

you would probably be better off uninstalling that anti virus and getting the microsoft security for free. my sons knows a lot about computers and they installed this for me and I have never had a problem with virisus in a long time.
