Do the obverses depict the emperor at different times in his life?

Not really, they are mostly propaganda of the day.

CSII was born 317 AD; First coins at age 7 in 324; died 361 at age 54 so there is quite a range but the art style of that day was not terrible photographic so you don't get the detailed growing up series you see in Caracalla for example. The two Caesar coins shown above depict him as a late teen while the horseman portrait is closer to 40-45. There is a big difference in portraits from the various mints (over 15 with three different shown above) which makes sequencing the adult portraits harder.

Two Soldiers, two standards. This distinguishes to the design that replaced it where the two soldiers shared one standard (Two soldiers, one standard). Th loss of the second standard marked a considerable reduction in the weight standard of the coins. As an example I'll show a Dalmatius of Thessalonica mint.

Did the one standard signify this change in weight?

Yes, 2 standards tend to weigh in the low to mid 2 gram range while one standard is more likely to be 1.5g or so. Numbers are off the top of my head and they vary a lot.

Well still another FEL TEMP REPARATIO came in this afternoon. This one was minted in Cyzicus 351-354 AD and in a bit rare. This is the 4th different mint of this type I have. I am a trying to acquire one of the type from all the mints. RIC 97

Nice reverse. It took a while but I finally got all 15 mints. Good luck on your quest.
