    Its an ancient Roman coin and I'm sure the ruler is Arcadius. Don't know much more about it other than that.

    is that CON Gamma in the exergue? and is the reverse legend GLORIA ROMANORVM? I can't seem to make it out

    Ruler: Arcadius
    Mint, date: Constantinople, 378-383 AD
    obv legend: DN ARCAD-IVS PF AVG
    Obv design: pearl-diademed, draped and cuirassed bust, holding spear in right and shield in left, hand of God holding wreath above
    Rev legend: GLORIA RO-MANORVM
    Rev design: emperor standing facing, head left, holding standard or laburum in right hand and resting left hand on shield, kneeling captive to l.
    Reference: RIC IX Constantinople 53a
    Rarity: common

    Note: it looks to me like the captive is kneeling, if its seated, its a slightly different reference number
