I'm inclined to agree with Chris; however, I have not been able to attribute it as yet.

Yeah it looks like NIVS for Licinius

What about that very interesting reverse ?

It would appear to be a barbarous issue, or for those of you who think the term is pejorative: unofficial.

I don't think so John. The legend is too good. I am thinking this could be London mint (portrait style) with the reverse: VICTORIAE LAETAE PRINC PERP, two Victories standing facing with shield inscribed VOT/PR over altar containing wreath; PLN.

I started leaning to Constantine II, but the NOBC does not fit.

The design just looks out of kilter to me, but I don't know the London mint styles well. At any rate, I've seen some very good lettering on barbarous issues - sometimes the imitations are quite faithful to the originals. It's just the style of the bust and reverse devices that makes me think imitation.

I suppose you could be right, but here is a London minted Constantine II where the portrait is similar to the OP:

indeed...a constantine ii style bust. i did see a picture of an unofficial licinius right facing radiate bust with that reverse...then i lost track of the picture! can't find it online at all. i remember it was from an eastern european area.
