There is no explaination in the book about the meaning of these numbers and I cannot seem to find anything on the Internet. Stumped!

I have this same reference book at home. Mine is the 19th edition of Paper Money of the United States by Arthur & Ira Friedberg. Starting from page 34, every design is numbered, both the front and back of the note. It's a little confusing but the designs the OP has circled are design #244, and the notes below them are #245 and are only for use while using this reference book. The first design, on page 34 is design #1 and they go up from there. The last numbered design is on page 240, and they are design #248. I know the individual red circles are confusing, but read them as a whole number. This is the only reference guide for US paper currency, that I know of, that numbers the different designs. Hope this helps.
