Here is an example HTT - 24, Low - 60 and DeWhitt CE 1838-18. It is slightly scarce. It's one of those pieces you will now and then but not a regular basis. DeWitt makes the statement that this is "a Pro-Democrat" token, but if it is, the message is mild. The cow on the obverse would coincide with the Democratic Party agrarian base, but ships are usually associated with the Whig Party, unless they are on the rocks, of course. Would anyone care to commit?
Well it doesn't have a goofy picture of Andrew Jackson or Van Buren, or a clever saying about their failed experiment, or a donkey. So it's not anti-Democrat, like so many others.
Side note, I just looked it up, and I see it listed as Low-66. Low-60 has a similar obverse though. Nice example either way.
Struck by John Gibbs at the "Belleville Mint" for his father William Gibbs so maybe there's some Democratic Party connection there? Other sites list it as a political token but I can't find anything else. You know more than me about these of course. I just like to search. https://numismatics.org/pocketchange/gibbs/
