Starting in 2000 Canadian pennies were composed of 94% steel, 1.5% nickel, 4.5% copper plating.

I have a canada cent from '06 that does not stick to a magnet.

They were also produced using zinc with a copper plating, so there are two varieties.

Is it from a proof set? (made of copper)

There are a few years that have non-magnetic examples out there that are fairly rare. In 2006 from what I remember, both the magnetic and non-magnetic were common.

Look under the bust of the queen for a P...

If it is there, you've got a money coin ;)

    P: Plated Steel

    Plated zinc was also used.

2006 has (If I remember correct), 6 varieties
    Non-Mag 'P' (money coin)
    Mag 'P'
    Non-Mag Logo
    Mag Logo
    Non-Mag Plain
    Mag Plain (money coin)

It had to do with what material was cheaper at the time of minting.
