That thing has seen a remarkable amount of abuse for the level of wear it has. But, that's a pretty high grade '94 cent... so that's awesome. In hand, how does the color compare to the photographs?
Early US Copper collectors can be a funny bunch... many of them significantly prefer raw coins. Plus, it will come back as AU details, scratched. Having it in a problem holder can be a turn off to many.
Thanks. Your original pics made the obverse look like it had that brassy-orange look of a cleaned coin. The color of these new pics looks more original (or, more-well-retoned, as the case may be).
It won’t get a straight grade. It will come back as “scratched.” @physics-fan3.14 is right. The EAC people will want this raw.
I know another novice collector who is always asking me if he should "send it in." Like, to a ridiculous level. With almost every coin, he sends me a pic and asks, "should I send it in?!?" I've tried explaining the cost vs reward scenario and that most coins don't need a plastic case to be worth more, but it hasn't sunk in yet.
Nice S-28. She’d almost certainly straight grade now. As long as the surfaces aren’t completely roached or distractedly messed with. They have really low and highly inconsistent standards. TPG grades between VG and XF/AU for 1793-1807 copper are often worthless. That’s one of the reasons EACers do not like slabbing their coins. They use the coin rather than the holder to determine value, and the holder gets in the way of that Example: PCGS said both of these were AU-55. They are nowhere near the same quality.

Yes. He's always looking for a home run, like a lottery ticket. No effort, no education. He just buys and buys and hopes something sticks.
She definitely does not have an obvious cleaned appearance, but I have doubts about the the absolute originality of the surfaces. There are a few other things that would (*should*) preclude a straight grade: obverse scratch, a couple digs on either side, some rim bumps, and a few tiny spots of ED on the obverse. However, under a good light, I can see residual luster in the fields and devices. But I am in for XF details money, so I am not worried.
Tell him to send in everything that he thinks is worth sending in and don’t ask you again. That would force him to learn. Or he’ll just tell everyone who will listen how PCGS/NGC always jip him and give him low grades.
