A Little Help with an Unusual Japanese (?) Note

    I found this note in an old collection (well, more like an accumulation) of world currency. I could easily identify everything else, but not this. Denominated in dollars, two crossed flags I cannot identify, and red stamps that look similar to those found on Japanese currency. Anybody have any idea? Google was not my friend on this one. Seems to be printed on thick, manila-like paper. Thanks in advance!

    It appears to be a savings bond from the puppet state of Manchukuo which was essentially ruled by the Japanese sense they parked their military there from 1931-45.

    It is a $1 Chinese National Pacification Army Note issued in 1912.
