Looks like circulation wear. With a worn die strike.. Not a Doubled Die IMHO

In the future, it would help if you would say what part of the coin you see doubling.

 

Everywhere. All the time. That's the problem.

 

Terrible pictures so can't see much but the damage around the edge.

I agree with Slipperysocks...tell us where you see doubling. Also, as a minimum, you should post the entire obverse and reverse along with a close-up of the area on the coin you are referring to.
The pics need to be straight on, not slanted. They need to be in clear focus without glare.

It is just worn with damage, and until you provide forum members with better pics that's all I can see and cannot help you any further...Spark
