'99-P CN Quarter w/ small holes on the rim

    The enlarged picture shows the small holes along the rim of the right half of the quarter. Does anyone know what caused this?

    I would guess the obverse die clashed with the collar die. Notice the divots line up with the same spacing as the reeds. But that's just a guess.
