I'd say with all that blueish coloring on it, perhaps something blue got on the coin and someone cleaned it, wrongly, perhaps acid dip that cause the rim to look the way it does now.
the blue wiped off easily and i do not think it was dipped in anything. i just wonder if it may be casino damage or came from the mint that way.
