83 P Nickel Raise line.

This coin was struck with VLDS dies, BUt I'm not sure what the line is. It runs form the rim to the t. It is raised above the field. Any advice is greatly appreciated.

Judging from the die deterioration, possibly an over done die gouge? Some kind of tooling done to save the die?
