It looks like it is most likely just cud, also refered to as a die chip, in that particular spot on the reverse making it seem as if there is an 8th tail feather. It is very unlikely that there would have been some extra feather included into the die so late in the design life (Washington Quarter series started in 1932), and also for the fact that there should only be an odd-numbered amount of tail feathers on any eagle designed for a coin in the U.S. (Excluding the 1878 "8 Tail Feathers" Morgan Silver Dollar).
