Nickles aren't my bag but I've heard 70's full steps are kinda rare. What do you nickel-heads think about if it's worth $10 to see what anacs says since I'm sending in my talon heads anyway?

Also, it's got a nice subtle blue toning starting that the pics don't pick up

It all depends what the TPG thinks at the time of grading - from past experience the hits on the steps would make it a "not full" designation. But who knows?

I'm no expert, but I wouldn't call that top one full steps because of the hit that runs through 2-3 steps above the C in Monticello. Anyone else have the same/different opinion?

Ya that's what I hear about a minor ding or two, that they can or can't effect getting the designation. But if they do make full steps is it worth it with these dates / probable grades?

I'm afraid I wouldn't classify either of those as FS so I don't think it's worth the hassle of grading. I'll let others chime in.
