Yes. Virtually every one of these is doubled due to Master Die Doubling. The real keeper is the coin with the doubling of the Master Die Doubling (TDO). Look closely at the 1st "1" in the date. If you can see tripling, then you may have a potential doubled die. However, looking at the CONECA Master Listing, I see that the DDO-001 is for a 40% silver Proof Coin.

The separation is dependent upon die state and quality of strike. As for the IDDD Web Page? No Comment.

I took some shots of a 40% Silver Business Strike that I have which could possibly be a TDO. The strike is a little mushy but it still shows the tripling. Note: The above "7" does not have a clear split in the upper right like the OP's coin has.
I also shot a pretty good example of the doubling on the 40% Silver Proof IKE. All the proofs have this doubling but a lot of them do not show it as clearly. Of 6 coins I had immediate access to, this was the only one with this clarity. Note the mushy splits on the motto. Specifically the "D" below and the "T" and "E" below that. On older dies these "splits" fill in with a combination of debris and general die wear to create flat spots and "fat" or "wide" serifs. LIBERTY shows no indication of any kind of Doubling. Both on the Business Strike and the Proof.
