4.1 gram 1944 rolled thick type 1 blank? Foreign? Slug? Idk!

I was hoping you guys could help me figure out this copper blank. I found it in my late grandfathers belongings amongst some wheat pennies he saved. I don’t quite understand what it is. I just know it looks like a type 1 blank, weighs 4.1 grams, and seems to be brown patina copper material. You will see in the pics that it’s has a small diameter difference and is a little bigger than a normal wheat Penny and is also thicker. Please help me identify to see if it’s worth sending to a TPG.
