Meow is still a CAT that has not bought a ASE in a long time.
It's not that it was stuck with rusty dies, the contrast between the lower detail of the obverse with the high details of the reverse that give you that impression, unless of course you saw one that was really pitted that is. I haven't seen one like that.
theres' less detail on the obverse of the type 2 than on the obverse of the type 1 and it's intentional as part of the design.
I think also possibly they did it to throw off counterfeiters because it's two totally different methods of die making to produce each side of it, old school obverse and new school reverse.

The mint started making the coins for this year way back in last year. They can't offer a coin for sale on Jan 2 if it isn't available. I remember one year when they stated they were making ASE's in September. Each year some sets are available right at the beginning of the new year. We know the mint employees don't come to work on New Years day and start production.
