    My 3 guesses...in order.
    Environmental/PM damage, struck through grease, or die adjustment strike.

    I think the term is 'sweated',
    but in any case, it's PMD

    Those surfaces occurred after the
    coin was in circulation - not an error
    coin, I'm sorry to say.

    What would be the point of "sweating" a clad coin vs. gold/silver coins?

    Looks like the coins we sand blasted when we were teens with access to a sand blaster. So your first guess is the correct one.
