I'm not sure if this is a clad issue or what, but a $25 bag straight from the mint I found 16 of exactly the same oddity above the last flag and I'd like to hear from others what it might be. Sorry the pictures aren't better, but it's all I've got.
I had three mint bags of this same quarter. Found 22 with die chips above the same flag and close to 40 with that same marking. I thought they were pre-die crack markings All the same.
It looks like a die chip that is starting to form . State quarter dies are bad for getting die chips in them.
