2019 D Nickel Error?

Improper Annealing? I believe some where back from 1958. This is fairly new. What do u all think? Any Value? Thanks in advance.

Amberlarry22, where you ever able to find out about this nickel 2019 D with penny like finish? I just found another one and I am 100% sure it's not weather or wearing and came this way.
