I agree that it's just toned with a finger print. When reviewing the Minting process there is no "toning" step to make it look this color. Although there is an annealing oven / washing / drying process before it gets to the upsetting mill which is before minting. But there are plenty of misc. reasons that it can get toned quickly out in the wild.
