2018 error Lincoln cent?

There is an imperfection on the right side of this one and I have two identical what's up with this one?

Hey have a question I have a 1992 Lincoln cent that I'm telling you is a double die but have some sort of paint on it how can I safely remove this and yes the second picture is upside down had to to capture it.
