    A Die Gouge would be on the Die itself. So the appearance on the coin would be raised since the metal is flowing into the Gouge when struck.

    The mark on the top of the shield is raised and looks like a wire laying on top of the design. I'll try and take better pics later.

    If it is raised, it's a die gouge.
