2017 P Lincoln Cent - Error?

    How would you guys describe this error? I have 3 2019 P cents with these spots.

    Collecting Nut Borderline Hoarder

    I have some mint packaged Zinc Cents with the same damage. The Mint used some chemical that probably created it and even though it's from the mint it lowered the value.
