This might help a little I would say machine doubling .usmc60 I am going to have to change that MD after taking a closer look I have changed my mind. Or I should say I had to sit back and taking another look.

I know both are circulated due to the amount of marks on them. I see the area around the nose and the front of the bust that I was talking about. Other than that I'm not quite sure what else. Thank you for your reply.
I don't want to shatter your hopes on this, but it appears to be machine doubling, not an error or a doubled die. I have looked through thousands of State & ATB quarters and this is present on many of them, especially from lack of maintenance of dies in Philly. It is often caused by loose parts that need adjustment, therefore not an error. But a good learning tool should you find others that look similar.
