    I believe the quarter with flat rim is spooned. Post-mint damage.

    Welcome to CT Erick. As already stated, it is PMD, Post Mint Damage. Someone used something (we'll never know unless we were there) to smooth out the edge and cause it to become raised. Fun find for sure. Good luck in the future.
