    It looks like it is raised. If that is the case, it would have to be a retained strikethrough. Personally, it looks like it could be a die break. I had a bunch of GA SQ's that had a (slightly smaller) die break on Washie's neck.

    I kind of see a Die Break in between the letter U and the word Liberty also.
    Faint though. Reaches all the way to the area in question.
