2014 P Dime Error - Lamination? Die Deterioration?

    It is quite striking since the center of both faces are not affected creating a halo effect. The smearing(?) Is raised as you can see in the more level picture. Center and rim of coin in good shape so it's not PMD. What would this be classified as?
