Just wondering what this is or how it would happen or what it's called?

My guess is worn die making it look like a doubled bust plus a small cud to the right of the vdb I guess?

I'm still learning about different errors and how they are made.

The second picture is of a normal coin.

    You are correct, its a worn die ( 2014-D ) .
    I have a nickname for these, ( 2014-D ) I call them the " Red Ring " of death .

Both the subject coin and the example seemed to have been excessively burnished in the whole area including the base of Lincoln's head and the area under LIBERTY.
It may be that what looks like extensive burnishing may simply been bright light on those areas. The shadows of the coin suggest that.
