2013 rare 5$ us bill

Got change after putting gas took a look at bill and a red mark on Lincoln's shirt collar what can be a value for this or should I submitted it and the back has like a half printed 5 on right top on of Lincoln's memorial is this fake or what

Not an error or a fake. These are teller stamp marks. Your bill is worth $5.

I agree with @nm1560 and will add that the overwhelming majority of markings on circulating currency is post BEP.

 

It is a highly rare note. It's the only one with that serial number.
