I'm not sure but the photo make this coin appear to have a small piece of foreign material struck into it. I'm saying this because this area looks to be a different color than the coin.
Thank you rascal for your comment, I just went out and took another photo without the sunlight... I think this will show the correct color. Do you think die chip and polished or some other type of error?
I agree with you , the second photo does look like a lamination. if it is a struck thru area then it is a retained struck thru. it is hard to say for sure on some coins from just photos.
